On 27 October 2026, Paraguay’s public procurement authority announced a new innovation-procurement framework allowing public institutions to commission research, development, testing and validation of solutions that are not commercially available. The procedure separates development contracts from the later purchase of validated solutions, with tender budgets set by the contracting institution; no national funding pool or fixed startup grant was announced.
The framework could create new routes for technology startups, research teams and innovative small businesses to secure government development contracts. HPC can support startups with prototype testing, research computing, technical validation and investor-readiness services.
