Paraguay Introduces New Rules for Public Procurement of Innovation

On 27 October 2026, Paraguay’s National Directorate of Public Procurement announced Resolution DNCP No. 3,033/26, establishing a special framework for public procurement of innovative solutions. The rules allow public institutions to commission research, development and validation of solutions that are not yet available in the market, followed by a separate procurement process for purchasing validated solutions; no overall programme budget was disclosed. The framework creates opportunities for legal advisers, procurement specialists, compliance consultants and companies developing new technologies.
